Emergency funding is only available to public bodies serving a population of 10, or fewer people and projects where a local emergency has been declared. The Stormwater Financial Assistance Program SFAP is designed to fund stormwater projects and activities that have proven effective at reducing impacts from existing infrastructure and development and enhance existing stormwater programs.

Stormwater facility projects and a limited set of stormwater activities project types are eligible for SFAP funding. This program provides funds to local governments to set up low-interest loan programs to repair or replace failing on-site sewage systems.

Property owners unable to qualify for conventional bank loans and marine waterfront property owners can use the program to get loans to fix or replace their systems where failures might directly affect Puget Sound. More information is available on our OSS page.

Water quality grants and loans We have information and resources for water quality-related funding opportunities, as well as tools needed to manage projects funded by our Water Quality funding programs.

Water Quality Combined Funding program The Water Quality Combined Funding program is the annual single-application process to apply for funding from multiple sources all at once, for eligible projects that benefit water quality.

Centennial Clean Water Program grants To improve and protect water quality, the state Centennial Clean Water Program provides grants for water quality infrastructure and nonpoint source pollution projects. On-site Sewage Systems program OSS This program provides funds to local governments to set up low-interest loan programs to repair or replace failing on-site sewage systems. Centennial Clean Water Program grant funds can help defray some of the operating costs and lending risks for these programs. Local governments can grant funds to cover operating costs for the program, provide small grants to property owners, and establish a loan-loss reserve account to cover their obligations should a property owner default on a loan.

For the past three years, the ELOQI has demonstrated that expanded learning programs, with proper supports, can deliver the high-quality engagement proven to result in meaningful youth-level outcomes.

The Washington State Legislature has provided ongoing funding to continue this work. The Quality Seal recognizes high-quality ELO programs that demonstrate best practices along five dimensions of program quality:.

As we work to build the necessary infrastructure to scale quality work across the state, we are encouraged by the promotion of continuous quality improvement across many major systems that serve young people.

We know that quality matters. The quality of instruction across program sites was high relative to that seen in other cities, as was student attendance in the programs. Most students in the program improved in both literacy and math as a result of their participation.

Students who attended these programs regularly had better grades, fewer school-day absences, and fewer disciplinary referrals than similar students who did not attend programs.

Students also reported that they had better peer relationships and improved attitudes as a result of their experiences in programs. These findings were echoed by families, who both appreciated the ways that programs benefited their children and felt that they themselves were connected to and supported by the programs. A rigorous evaluation of the ELOQI revealed that coaching helps programs to increase the quality of their offerings.

Programs in the study that were initially rated as lower than average in quality improved significantly after training and coaching.

Providers in these programs reported that they benefited from coaching, as it helped them to translate quality assessment and training content to on-the-ground practice. Recent evaluations have confirmed many of these insights.
